A character who is quite capable in his own right but frustrated because he finds himself lacking in "true genius" is an archetype ubiquitous in shonen anime. Are there any notable examples of this in western literature?

Beckmesser in Die Meistersinger von Nurnberg.

This is only a thing if he is directly exposed to true genius. Some do everything they can to learn from and work with them and some get downright jealous and malicious.

Thanks but I don't know if reading an opera will be a rewarding experience.

Ping Pong the animation provided a very positive perspective for those witnessing genius. A gifted individual can break new ground and change the limits of what's considered possible. This breaks the mental barrier for everyone involved and they can strive for something higher if they allow themselves to learn from the experience.

It's Wagner, so it's written as a play, in this case a la Schiller and Goethe in knittelvers, and later set to music. The experience of the words and music working together is incomparable.
