A while back I read a short story in an anthology of science fiction, it included stuff by Asimov, Phillip k dick, etc. one particular story was about a guy who was being trained for some kind of position by using a simulator where he was the god of a civilization. The story was about how he used restraint where others before had tried to use their “god powers” to directly guide their people. The story ends with his adherents being persecuted and the guy finally unleashing his power on the head “inquisitor” of the civilization and basically atomizing him. I can’t remember the author or title, but I’d like to find it again if anyone else knows what I’m talking about.

Do you remember the Asimov story, or any other story in the collection? Then you can look it up in isfdb.org, find the collection, then find the story.
