Classical rhetoric, yes. Most rhetoric since then isn't of a high enougn quality to count as literature, but some can.

Excellent I have some rhetoric here I would like to offer for critique, in addition to asking for advices to become an excellent rhetorician, and writer of speeches, comments, etc

I particularly enjoy this goes nowhere says nothing but is vaguely agreeable type rhetoric

It's a politician's speech, and perhaps a bit too cliched even for that. To write good rhetoric you actually need to have a subject, even if it's just a particular emotion not directed at anything in particular, you still need to appear genuine. Artificiality is the bane of all pseudo-rhetoricians in the world today.
