He could have started with an action/dialogue and added the description of the surroundings later in-between.

Describung the scene first sounds more like a film manuskript.

I don't think the first half of the scene is bad at all, I feel like
>It was a stormy night; the rain fell in torrents - except at occasional intervals, when it was checked by a violent gust of wind which swept up the streets.

He could've mentioned that it's in london later on. I also don't think that you have to mention that the stormy night is dark, the reader can guess that much.
