Don't read self-help books. Go somewhere you don't know anyone and strike up conversation. Expect to be terrible and weird people out at first. You'll naturally pick up on what works and what doesn't. Your anxiety is holding you back way more than your social skills, I guarantee it. Pretend you're incapable of shame or embarrassment until you have confidence.
