You see it in passages in Lord Jim where you can almost hear Conrad rolling his eyes at Marlow fellating Jim and trying to make sense of his disaster of a life and his perpetual adolescence. It makes sense: Marlow is Conrad's narrator, and because he's got the front row seat watching the stupidest exercise in "civilization building" fail in real time, he's going to be glib and jaded when he probably shouldn't be. In the passage you highlighted it's mostly harmless, but he's equally glib and jaded everywhere else in the books, too. I think Marlow is something of an outlet for Conrad that he can still create distance from: during the time Marlow narrates, the last vestiges of derring-do and heroism on the open ocean were fading into the bloated corpse of global capitalism and the great powers were decaying in real time. So while Marlow is often right, he's also a bitter old sailor who knows he can never recapture the way things used to be, and he's particularly harsh to people who haven't had the same shit foisted on them for decades.
