It's how he writes, GRRM isn't a structured writer like Brandon Sanderson or Stephen King. He writes when his muse hits and it's mostly by the seat of his pants with little planning. It's why ASOIAF is so unpredictable and the direction of the story and character development changes a lot.

I have been coping that is been only a couple years away for literally ten years now.
