It means that parties select politicians primarily for their ability to win elections and not for their ability to, for example, parse and understand legislature or formulate policy. Now even though there are "safe" seats that you could potentially slot a legal savant into, you then come into the issue that it's the local party for the seat that selects their candidate. The degree to which you can insert a preferred candidate is based largely on the charisma and personal authority of the party leader. A strong leader can insert preferred candidates easily, while a weak leader will be told to fuck off by the local party apparatus.The local party apparatus is itself largely controlled by a recognisable type of personality, the Activist. What the Activist personality wants is to select candidates like themselves, who tend to be A. highly social and B. highly focused on a particular hobby horse.
