It is an inevitable consequence of humanity's gift for creative problem solving and propensity for least effort that any set of governing rules eventually ends up as a meta game where only the word of the law but not the spirit is adhered to. It is in this homeostasis of arrested development that great teachers appear, whether (depending on how you perceive the world) by divine intervention or by mere probabilistic inevitably due to the same creative nature of human minds. They dispel the ambiguity of the original words and reaffirm their spirit with new rules that both provide greater clarity and extend the domain of order. The cycle repeats and humanity continues to move forward.
