If you detonated Rome in 42 AD, most legates would be outside of Rome than inside it, Rome would survive as an empire in spite of losing its capital. The Roman empire crumbled outside of Rome before Rome was sacked. Valyria is less an empire and more a volcano mafia with nukes.
