imo margaery simply underestimated how nuts cersei is. the most reasonable explanation is that it was for someone in her entourage. in-universe, moon tea is a pure abortifacient. if it was for margaery herself, she 100% would have obtained it from someone else, like a midwife or KL woods witch, educated person in the tyrell entourage, or whatever. what strikes is if olenna knew about it or not and what she would have thought of it. margaery is portrayed as independent and assertive and not entirely politically naive, so it's unlikely olenna micromanaged her life like that. we don't know when she started getting moon tea from pycelle, but a safe assumption is after the purple wedding and betrothal to tommen, so she would not be in KL at the time.

If I wrote the Winds of Winter, I'd write a chapter called "preventative medicine" where they just fucking exterminate the Freys and the Boltons. They're the second greatest parasites on Westoros, behind only the Ironborn, and at least the Ironborn are cool pirates. The Boltons are less than useless, and Freys probably have an Epstein-island. Very concerning.
