There still are breakthroughs going on in the very hard sciences, but at a far slower pace than the research back in the first half of the 20th century. Most bachelor degrees now are going to women posting on tiktok or abusing children in public school. Bike lock professor represents the University of California. Most university budgets are funneled towards NCAA. Colleges care more about making women feel better, political programming, or feeding sports. These are all banal, not simply mundane, pursuits to maintain a status quo of our society.

Maesters spend most of their time mailing letters, caring for ravens, managing the finances for their lords. They are maintaining the status quo because that's the only money available for them to make use of their skills. All those chain links on maesters is only used for banal services, not advancing technology and the well-being of the common people.

Think about Robert's rebellion was not a revolt by an ambitious man; it was a reaction against tyranny.
Aerys wanted to wipe out the Starks because he predicted they would be mad for killing Brandyn and Ned's dad. Robert just came to the aid of his friend, and so did Hoster and Jon Arryn.
During the rebellion, the capital is sacked, and most of the Targs are killed.
Ultimately, Robert doesn't want to be the king; seemingly, nobody wants the throne.
Martells and the Tyrells do not want to be ruled by Robert, and Tywin does whatever.

He's right not to give a fuck. Would writing another book make him significantly richer? No. He doesn't have that long left to live anyway, and the money he gets from it wouldn't make any difference at all to his quality of life or to his estate.

Would finishing the books improve his legacy? Probably not, because the HBO series was far more widely known than his books. The HBO version of the story is the one that will live on in popular imagination. There are so many examples of far, far more famous authors than GRRM having their work completely overshadowed by popular adaptations. Stephen King is a perfect example of this. And man is he still bitter about The Shining.

So the only real motivation he could have to finish it is because he wants to, he doesn't want to leave it undone. But that doesn't require him to publish a damn thing. He can finish it, sit on it, and enjoy watching everybody gnash their teeth over it as he slowly dies.

He has no children and his wife will eventually pass as well. Who would be his estate? Death of the Author is too strong in GRRM's specific case. The real aggravating thing about his unpublished books is he has an obvious allergy to magic so wrote all these plot threads of magic without any intention to resolve them. The biggest fan theories revolve around magic because GRRM left off at DotD that human diplomacy and martial prowess cannot save Westeros. He stopped publishing books exactly at the cliffhanger which is the bleakest. Every POV is set up for failure, except Bran. For what Bran is about to undergo, and what we've seen happen to Bloodraven, Bran as the ending is about as endearing to the audience as the WEF telling us "You'll own nothing and you'll be happy." GRRM gave into his base desires and cannot allow ASOIAF to have an ending where humans overcome superhuman evil.
