That's why they initially are trusting of Foundation since they helped them out and returned their stolen property. Granted it's implied Foundation caused the theft in the first place to have an excuse to capture and look at it while also getting Lacus to trust them to pull their betrayal scheme on them, but they did give it back. Compass wouldn't be as trusting and accepting of Foundation if they'd grabbed SF from them and refused to give it back.
