They have more trouble figuring out their reason for fighting than Zero in Megaman X4.
In fact the characters with the only sensible reasoning in the show are the people the Titans/Federation Ludovico technique'd into becoming cyber newtypes. "Kill Kamille and the sky will stop falling." "Destroy the Mk II and you get your memories back." That makes more sense than whatever else is going on.When asylum patients make more sense than your supposedly 'sane' characters, then your show's writing is atrocious.

Most media in general has been moving towards making everything as streamlined, accessible and disposable as possible over the last 20 years, and you are right that this has become particularly pronounced in anime, though shounen was always kind of like this. Tomino is a film school graduate from the early sixties who got into the industry just as it was starting, as time goes on it makes sense that his works would seem more and more challenging to people, I'm sure most of the films on his favorites list would also be challenging to modern audiences. But there will always be some for whom the approach is particularly rewarding. Even Oshii has made claims like "It takes me 3 months afterwards to understand a Tomino anime", when talking about why CCA Is one of his favorite films (barely any of which are anime).

Sharkin was immensely popular and basically carried Reideen despite never giving the audience a break from him during Tomino's run on the show. Char was more or less Sharkin 2.0 and was drawing in all the female fans, who made up a huge part of the early fanbase for Gundam. It's not really possible to claim it was a good idea when you know the context of the production and anime scene at the time.

Quattro is the Char that Casval pretended Char was. I.E. Quattro is the IDEAL Char so Quattro is probably separating the two because they WERE separate entities to him until he was forced to admit that he is Char.

Other directors would show the characters´ true internal thoughts to viewer to avoid any confusion, or at the very least give a clue whenever a character is being dishonest, but with tomino you have to pay attention to what the characters are actually doing to figure out what they really want.
