Why do so few /m/ related stories take place around Saturn? Nearly everything is the Moon, Mars, or Jupiter.

OP's pic title is vastly misleading. Saturn is in no way even close to being a failed star. Saturn is barely over a third of Jupiter's mass; taken together, Jupiter and all of the inferior planets, asteroids, and debris make up one fifth of one percent of the Sol system's mass. The rest is Sol itself.
Shame on /m/ for not mentioning the Battle of Saturn from "Uchuu Senkan Yamato," in Japan (and by extension, Earth) was saved from the invasion fleet by the divine wind. Never fire a giant heat blast in an ice ring unless you're prepared for really bad weather. Pictured: remade USY, where Saturn's rings are not so much of a problem as in the original.

If getting power resources is the topic , then Jupiter is both closer and bigger, and Saturn's rings are such big obstructions (they are made of several kinds of debris) before even reaching the surface of the planet itself (though resources can also be gathered from the rings instead but the planet has obviously more of that)

I'm not about to get into a ranking chart but during that final showdown with the 5 enemies both her and Jupiter managed to take out two each with Venus taking out the remaining. During the start of R when they were depowered, forgot their past as sailors and were attacked by an enemy her and Jupiter's reaction was to kick it's ass instead of running away. Also she had shinto shrine maiden exorcist powers before becoming Mars.

There's a lot out there. Bradbury did a bunch of stories about Venus, so did Leigh Brackett.

The problem is that most of those stories assumed Venus was a rainy, watery planet, which meant they got extra blown out in the late 50s when we found out Venus was actually a dry, miserable hellscape. Mars suffered the loss of it's canals, but most Martian pulp stories had it as a dry, dying planet so you can still kind of work with it. You only need a bit more suspension of disbelief, and Mars has enough cultural cachet people are more willing to go along with it.

But Venus couldn't take the loss of it's oceans.

IIRC Saturn's a better choice for atmospheric mining because it's less compact than Jupiter, so you can get to an appreciable gas density without going too deep into the gravity well like you'd have to with Jupiter. Saves enormously on your own fuel/propellant even if you have to go a bit further (which is a complicated question itself, considering orbital mechanics).

Not exactly but as this other based anon posted here >>22838361 her Fire Soul destroyed two of the DD girls. Only Makoto did the same and both Sailor Mars and Jupiter have finished enemies on their own without even needing Moon's help. So yes, you can easily consider Rei Hino among the strongest Senshi.

And also adding to that and why for me Sailor Mars is actually the strongest, it's because while Makoto and Haruka can perhaps dish the same amount of raw power, Rei Hino is also the strategist of the group – Ami might be the data analyst if you will, but the one who often takes a leading role and decides on terrain, hand on what must be do is for the most part Sailor Mars. Even in later seasons she gets some epic scenes like when she one-shot the Nehelenia clone and even the outers recognised her skills and power. Plus, her precognition abilities saved the team one too many times and that's something she can use even in her civilian form, she's always ready to act and to fight if need be. She's just the best.

That scene was epic. Seeing Rei Hino reading to fight side by side with Mako against the Cardian without even being able to Henshin into Sailor Mars and Jupiter respectively, truly speaks volumes of what kind of women they are. Really born fighters.
