The funny thing is that Scopedog is just another cannon fodder in Votoms and you see them blow up occasionally. The closest thing to a Gundam in Votoms is probably Burglarydog.

The head unit of Scopedog and other dog-series are rather similar, flat round with 3 lens. A lot of Gilgamesh frame has similar make.
Your pic is a Blood Sucker, experimental frame made by the Secret Society, a Gilgamesh sub-faction. They used a lot of Quent tech, hence their frame head tend to have square main lens in the center and their frame body leans similar toward Gilgamesh design.

This is one is a Quent frame known as Berserga. For some reason, most of Quent's frame usually has a shield attach to left arm which contained the pile bunker.
