The Zeon brass decided to fake-announce the old Zudah prototype as a brand new high performance MS to make it sound like Zeon industry was thriving and to boost the morale of the troops. They were never going to actually mass produce the thing, so they never bothered to re-engineer the Zudah to accept a new engine. They just took the old Zudah prototype out of storage and slapped on some minor cosmetic changes on the outside to look a bit different, then sent it out to Oliver's team on the Jotunheim, probably just to make it look a little legitimate and then fake the test results or whatever they were gonna do.Surprisingly there's some Zudah variant in a manga that apparently had a properly strong limiter installed so it was no longer in danger of exploding itself, and even has extra thrusters installed.
>>23046574ackshully, the original Zudah used the Jupiter Engine, while the EMS-10 used the same Saturn Engine used in the Rick Dom.The problem was the Zudah was intentionally made to milk every last ounce of thrust out of the engine it was equipped with, but the mobile suit wasn't sturdy enough to withstand such output for prolongued periods. The minor adjusments made for the EMS-10 weren't enough to rectify this.

Honestly should have been revisited in universe, its speed with the custom rifle would make it great for a space sniper unit that can move between positions quickly.
