The continuity of Kamen Rider is always up to the current head writer of whatever project they're working on. It's constantly in flux. Case in point: W's writer intended for the end of the show to sort of lead into OOO, establishing a continuity between the two shows. The head writer for OOO ignored that completely and wrote the show as if it's completely standalone. But then the writers for the movies continued to treat the show as if it was in continuity with W.OOO was an absolutely perfect microcosm for Kamen Rider continuity as a whole.
