Shirakura outright said Gavan Infinity shouldn't be expected to be significant or be a huge sell, it's explicitly meant for the transitory period. It established some key rules for Project RED going forward:>Red hero>Overall more abstract and detailed designs than a Sentai suit>Shorter run-time>Bigger focus on SFX and stuntwork instead of the drama-tokusatsu balance of Super Sentai>More abstract old SF plots where key details can be summed up by a ridiculous sentence ("Hey what if an ant was a henshin hero?")Makes sense they used it as padding so that the next step into something like Omegahorn won't be as jarring. Going right from Gozyu to Omegahorn I bet would've prompted a far harsher reaction than Gozyu to Gavan Infinity, which intentionally kept some Sentai-flavored markings on it for digestibility.

If it does poorly, they wouldn't be able to afford to go for another full year anyway. Very few shows do four cours anymore, and Kamen Rider's only still in that position because of tradition not killing its revenue stream yet.

Takatera didn't care about potential opening backlash because he'd already been used to retooling anyway with Ohranger and Gingaman, if Kuuga opened poorly he knew how to course-correct, and even then they were still going with a popular, pre-established brand. Shirakura is playing it safe because the situation is still fragile and while the first show can afford a loss it's better to take the hit on something that'd already be as cheap as possible. Now that there's a foothold, he can push for more drastic ideas, which is the exact formula he applied with Agito and Ryuki after Kuuga was an established success and were far more of a drastic shift than Kuuga was.
