Because she's the main character and that means you need ponies for the main character to get in fights with. Also I'm pretty sure if the contract for EqG was different Shimmy and Glimmy would be the same character.

Cheerilee is not treated as very important to the show but she has twice the amount of text describing her compared to the other supporting cast members. In fact I was wrong in my previous post, I assumed that Trixie had a full page detailing her as a character and her plot but it's literally just a single pencil drawing of her. By that logic we should have expected these three designs to prominently feature in the show.
