Lab meat will never be financially viable, the technology is available now, it's not done because you couldn't keep prices low enough to sell on the market, so it'd have to have the absolute shit subsidised out of it, and as you know...

The equipment is expensive as fuck to operate and maintain and you need a lot of it just to feed one person, and that one person has to be able to afford the product. You don't need an MIT graduate to put a cow out to pasture, let alone operate an industrial farm. Industrial farming is what's been keeping food relatively cheap, you have no idea just how quickly everything would go to shit without it.

Tail docking, a form of mutilation in which the tails of of pigs are cut off, always without anaesthetic (except in the EU where regulation requires it), for similar reasons (pigs are stressed out by factory farm conditions and try to compulsively bite each other's tails. Tail docking is extremely common worldwide, and nearly universal in the United States except in California where it was banned by Prop 12 in 2018. Besides the obvious acute pain of having ones tail cut off, it is known to cause chronic pain through hyperalgesia, which is an exaggerated response to noxious stimuli in the affected area (C. Larrondo and H. Bustamante, 2023). It was also regular practice for dairy cattle in the US until it was phased out during the 2010's after new evidence indicated it did not improve milk hygiene as previously believed.

Other mutilations without anaesthetic performed on farm animals in the USA and other developed countries include: castration in pigs and cattle (however, in 22% of cases in the US cattle receive anaesthetic before castration, pigs never do), ear cropping and teeth clipping in pigs, and dubbing/desnooding chickens/turkeys (removing their wattles, the fleshy little red thing on their heads). All of this information is available on wikipedia, or you could go to the library and check out a textbook on poultry science or animal welfare and read it for yourself. Or you could ask a farmer. Or you could use common sense and realize that painkillers are not free and farmers are not giving away tens of thousands of dollars to help animals for no reason and the fact that you assumed without evidence that they did betrays an infantile understanding of both the food system and of economics in general.

And this is just the stuff practiced in the west, it doesn't take long when looking at china to find video of chinese people frying dogs alive in a wok, or how meats are made kosher, the animal's throat is cut with an obsidian blade without anaesthetic and allowed to bleed out. The only ethical meat to be found is from farms that rely mostly on pre-industrial methods, free range and the like, but it's pretty expensive and that's with them operating on already thin profit margins.

I disagree, the human population doesn't have to be smaller. There is plenty of available space to turn into ethic cattle farms. It will be costly but it can be done. High quality meat is the best food for humans so it makes sense that the states would subsidize it.
