All languages, musical or verbal, have a structural grammar to them, including the "random noodling" of bebop and its descendants. Anything will sound like random noodling to anyone, be it Arabic words or Arabic scales and tonality, if you don't have enough exposure to them.
I wish I could find it but there's a cool interview Frank Zappa did where he discussed how he stopped getting filtered by jazz noodling and started hearing the feel and logic behind it. I think he mentioned guys like Eric Dolphy and Stan Getz being the ones who helped him reach this epiphany. I have seen tons of poptimists and rockists listen to the big band work of Frankie Trumbauer, Stan Kenton and others and dismiss it as random nonsense too. It's all relative.

This cover version by the Boswell Sisters was a hit at the time but nobody really remembers them except as a musical footnote soon replaced by the Andrews Sisters who were way tighter, faster, edgier, and sang better. the Boswell Sisters just come off as leaden and clumsy.
