It's just people who don't understand anything about music. It's a cliche chord progression and the only similarity is that they are at the same tempo on an acoustic guitar. The picking pattern is different, and they both end of different chords.

Copyright laws existed but were more lax than they are today. A lot of the time, people would be able to copyright songs which weren't their own because no one would bother checking to see if they already existed. Example of this is Dazed and Confused.
