Most sounds in old games like these were from sample libraries. A studio would buy a set of them that came on like multiple discs. Then they'd just edit them slightly. HollywoodEdge being one of the most used. For synths, idk about the 2000s but in the 90s japanese devs used the Korg M1 and Roland Sound Canvas a shit ton. Ocarina of Time used the M1 a lot and just about every JRPG or sports game used the sound canvas, from Sega Bass Fishing to Final Fantasy 7. I wouldn't doubt they didn't keep using them well into the 2000s.
