If you look at the people who left, it's mostly black people moving out of majority-black areas into rural parts of the south because at least up until recently you could get a Toll Bros Presents: McLevittShack for $200k in those places on a sub-3% mortgage and 10% down. To a lesser extent it's first gen immigrant kids having babies of their own and moving out to areas of appalachia within 3 hours of the city because those areas also have dirt cheap SFH. YIMBYs consider that a success because that empties out buildings which can then be sold at market rate to people from kleptocratic countries who need a place to stash the stolen money in case the US Department of State decides it's time for a change of leadership

New York only built 12k housing units last year which is a pathetic trickle.

Also, housing supply isn’t local-only, it depends on the entire country. If the entire country’s in a shortage and housing costs are going up nationwide, that’ll affect New York. Simple as.
