Not an avid diver myself but if you dive for significant time at depth you need to do decompression stops on the way back up. My guess is that at 160ft you are reaching a point where you cannot spend more than 10min without having either more decompression time than you have air. You could bring more air but for every minute you spend down there you have to spend far more decompressing. A big tank at that depth will probably buy you about 80-60min of overall dive time, and you will need likely 30ish minutes of decompression stops. So yeah given travel time, working time at the bottom, and ascent time with a little safety margin 10min sounds reasonable.

A motor sailing yacht typically doesn't have the ballast or intrinsic stability of a normal sailing yacht since it isn't critical for propulsion and hurts the motoring aspect, is unwieldy internals etc. In light winds full sail can be run, in heavy winds drop sails and motor don't worry about overturning force. Not on any payroll which obliges them to dive on this. It's so uneconomical to keep highly qualified divers on public payroll that virtually all countries will have to ask their navy for them.

There are self-funded people who do this work for free or "at cost", but no government likes it when someone who isn't them does their job better. 99% of the time they'll be diving in shallow water on air (or even with a snorkel), and have virtually unlimited dives with no safety stops.
The equipment, gas, and training necessary to stay down at 160ft for long periods, and dive into overhead environments, and exert yourself down there for long periods, is a combination very expensive to keep on hand simply because the divers with those skills/certs are in very short supply. But all of that is necessary to safely dive the Bayesian.

The divers in this case were on a single tank of air, no low-nitrogen blend, no rebreathers, not much time for each diver to become familiar with the environment down there. The body recoveries could have very easily resulted in more deaths.

The nearby schooner that we have wind data from recorded force 12 winds. The difference is the schooner can't retract its keel and also only has a 29m air draft, not a fucking massive 72m air draft. Even with no sails up, that's a fuckload of windage acting like a lever on the hull, windspeed is often faster the higher you get from the surface, and with the keel up there's no counter force against the wind on the mast. I'm not surprised in the slightest that it got knocked down in those conditions, and those massive glass doors at the back of the saloon aren't doing shit to keep water out. Once it got knocked down, it was over.
