How many major international airports should large global metropolitan areas have?

In my opinion, all airports should serve multiple purposes, including military, law enforcement, and emergency service mobilization. They should also be capable of acting as major logistics hubs when passenger demand is low. Additionally, I believe every major airport should have at least a regional or commuter rail connection, and there should be an exploration of direct rail-to-air freight operations that can accommodate 53-foot containers.

I personally believe all civillian airports should be privately managed and owned but with certain provisions for emergency and military related mobilization and deployment.

It's less about how many airports exist and more about how/how well they are connected to the metro area and the way the negatives of airports (noise, etc) are managed. Like if NYC rolled KJFK and KLGA and KEWR into KISP and supersized it and built an underground HSR that looped through downtown brooklyn, lower manhattan, midtown, and uptown, and connected with LIRR and the major subway lines, then things would be groovy. As it is, I will continue to use KLGA even though there's no rail link, because it's faster out of the three options and cheaper for most domestic travel
