Not. You must replace whole tire. Tire in the photo does have serious constructional damage and it will blow up soon. Stupid people who drive their cars with tires that have deep damages like cracks, missing pieces, bald tires(so much that metal cords are snapped) should be jailed for 2 weeks as minimum.

Yes, worst case scenario it won't work and the air will leak out again. Don't listen to tire salesmen who say it will suddenly blow up if you attempt to repair any sidewall damage. Obviously that won't happen, the air would just leak out like it did before. Worth a shot.
