The latch requires power to open when you pull the primary interior door handle (there's a second hidden one that's mechanical, but you can forget it's even there and not all models have it in the rear doors). This is because the windows have to retract a little when you open the door to be absolutely sure you don't break them, so there's a delay in between when you pull the handle and the latch opening. If there's no power, nothing happens when you pull the handle. Are all the cars you've driven like that?
