All major cities have horrible traffic too, try driving in Vancouver and you'll want to kill yourself after 15 minutes. if you never sell the vehicle after you buy it there's never a safety inspection; only if you go to sell it, but even then you can sell it "as is" without the certificate. the buyer would only have to get the certificate if they wanted to drive it on public roadways.

My brother got a stunt driving ticket for going 152 in the middle of the night in the 401. His car was impounded for over a month, he had to go to trial, ended up losing his license, paid a bunch of legal fees.

There are different speed cameras in operation, some function better zooming in rather than out. They need to gauge your speed, locate your plate, zoom in to take the photo, all in a split second. It's much easier for software to identify the plate as it's traveling away, zoom in, and snap a photo as it's had enough time to log your speed.
Some of the systems also use dual cameras, one is to log your speed and take a preliminary photo, the second is to grab a photo of the rear, just in case there's a partial plate read they can stitch it together. This is the system they use on majority of camera-based toll highways like the 407 ETR.

Many of the mobile cameras can only take one photo as they only have one lens, like in pic rel >>28112729, so they'll orient the box to grab people driving towards the camera or driving away from it.
