Every driver in Western Europe has to be good enough to drive on the autobahn, Japan and the Tigers pride themselves on their order and rule following (the latter countries especially all have massive financial and regulatory barriers to entry for cars) and Australia has some of the strictest driving laws and enforcement on earth. New Zealand probably isn't that much less competent. Of these I might believe Cyprus or Israel has slightly worse drivers but I doubt it
