Can someone explain the difference to me? I assume "large truck" means semi-truck/18-wheeler. Small truck means box truck. And then passenger vehicle is everything smaller than that, right?

They aren't really charging $14.40 for Ford Mavericks but letting old Crown Vics drive in the city for $9 are they?

The personal transport vehicles aren't the issue, it's the 40% increase in ride share vehicles loitering the roads for 8-12 hours shifts since 2015. The personal vehicles get parked at some point once they reach their destination. The Ubers have to keep driving to make money. And not counting the delivery apps (Amazon and other shipping gig services, GrubHub/Seamless and other food delivery gig apps, UPS/FedEx for online deliveries) that are now on the roads further generating traffic.

Again, the best part is that this is at best just going to cover the MTA's bond interest. MTA as a organization is doomed to fail and best off privatized.

Not a high bar. The subway sucks ass and I avoid it when possible. Any discussion related to the subway is an exercise in sophistry until you admit we need to both completely gut/unfuck the MTA and bring back stop and frisk if not take a clue from dixieland and have segregated train cars, neither of which are going to happen any time soon.
