Hello, I live in NYC and with new congestion pricing...I cannot pay this. What is the best way to obscure plate? I was thinking dried mud all over car, heavily caked. Need plausible deniability, because don't want to be arrested. Would I be arrested? HELP

Conveniently, I used to be the only 24/7 sysadmin over all the tolls in NYC for several years (from 1000 miles away). They can re-create plates even if 2 letters are partially obscured, it's impressive how well it detects them, but still less than a percent of cars don't get scanned usually due to obscured plate and because we can't read the plate we can't really report them.
I don't think the cops care but maybe NYC cops do. When I worked with the MTA they were very difficult and didn't want to deal with tolls, there were several people who took the toll every day and never paid (bills in the tens of thousands) but the MTA never sicced the cops on them while I was there.
I wouldn't risk it. I highly recommend moving residence or jobs or just taking the train. I can't imagine living in a city like that, the only appeal I see is that there are lots of women and places to meet them but I'll stick with the countryside.

Let's think outside the box here. Instead of trying to avoid getting the plate read, how about allowing them to read the plates, but making it difficult for them to send a bill or establish personal liability.

Could you get a set of Mexican plates and registration documents? What if the car were not owned by you personally but owned by a corporate entity?

I'm not even a fan of New York style cities, but I think NYC is simply overdeveloped and the actual solution to their problems is to stop trying to fit 20 million people in that metro area and expand the city into surrounding countryside, also knocking down suburbia for medium density mixed use buildings is what that city actually needs to do if they want any chance of salvaging their situation. The forward thinking solution would have been to not try to put all of this development in just New York when you have all of the East Coast to work with, though, not even accounting for all of the empty land in the Midwest and South.

Further urbanization isn't going to work. Everywhere a hour from NYC is already very dense comparatively to the rest of the country. Anywhere close to the subway is already heavily built up. The subway costs billions to expand and MTA is horrible at managing capital projects. Just look at how long and expensive the Second Ave Subway took for reference.

The real answer is pushing WFH and encouraging other cities that are less dense to be built up instead of trying to cram 20 bags of shit in a 5lb bag but that doesn't help the (((owners))) of NYC commercial real estate. And you know what else didn't help NYC? The migrant crisis which saw the population go up a good 20-30% after COVID. It's why despite people leaving NYC for other states or even suburbia the population has gone up.

And no one actually drives through Manhattan by choice. There's a whole peninsula east of Manhattan with 7 million people that are just going to get routed through already congested Staten Island and Bronx. Oh I know, sending all of the migrants back and stopping more from coming will help a lot, and developing the rest of the East Coast over NYC will help even more. I already give NYC a very hefty berth when I drive up that way, it's a nightmare and the only time I went there (on accident, miscounted the bridges and went a couple too early), I thought I was about to be grand theft auto'd by under bridge homeless crackheads. That city needs to empty into the surrounding area, but if they wanted to try to get anything to actually work, they'd need a competent administration AND to piss off the voterbase (which isn't going to work, but whatever).
