Shouldn't there, in theory under the right circumstances, be a gentle way of driving an electric vehicle that would give you almost infinite range that would charge the battery by the same amount it's being depleted?

Sure. If you lived somewhere like Arizona with lots of sunlight, a 400W solar panel would produce around 4kWh. So if you put one on top of a super duper efficient EV, more efficient than anything currently in production, then you would be able to drive about 8 miles a day without needing to ever see a charger.

It's possible. I recall reading about some kind of heavy truck used at a mining site, carrying heavy loads downhill but coming back up empty. It could keep going indefinitely on battery power because the energy recovered from braking while at max load was more than what it needed to climb back up without the load.
Of course, it's not exactly perpetual motion. The energy here was coming from the cargo moving down and losing its gravitational potential energy.

No, there's no such thing as free energy, friction and heat loss will over time cost you energy regardless of how much regenerative braking and slow and efficient driving you do. The only way to offset this is to add a bunch of solar panels to the exterior of the vehicle that will generate a small amount of energy over time and consume less than that on average as you drive, and since the amount of power generated will be pretty small compared to the amount the motor will use given the surface area you're working with, that means driving a small amount per night and then letting the car recharge during the day.
