Why does the EU and insurance everything from car and engine sizes, emissions, safety and yearly inspections but completely ignore that someone can buy a range rover svo or a x5m and put the cheapest set of Chinese tires and have no legal issue?

You do get fined and your car taken off road use if you use non road legal tires or ones that don't have the required certifications.
It's also the same for motor oils here, stores are not allowed to sell "shit oils" that don't pass certain specifications.

There's a difference between being designed well enough to sell and grip. Even the best euro tire brands still make low-grip tires and throwing those on a 600 hp, 6,000 lb 'car' is actually dangerous to other people. If there are going to be regulations about all that superfluous shit and they have inspections anyway, something like making sure tires are good enough seems more sensical.

My old mans X5 35D got bounced from inspection because he had the cheapest chinkshit tires on it and they just went "yeah nah this ain't flying except off the highway".
He was seething for a good couple of weeks because they were still pretty expensive tires.

They do, at least here in Finland it's a bit of a flip of the coin if the inspector passes your skinny shit tires or not.
Sometimes even slightly worn, not badly I mean genuinely slightly worn tires might get you a remark on the inspection papers

I'm usually anti-regulation, but if they're gonna inspect anything tires make sense.
I've been driving 20+ years and never seen an inspection. We've got trash bags for windows and cars where the rear axle is offset from the front. Running catless is a-ok, as are $30 tires from amazon.

Yeah I personally think vehicle inspections are a good thing, except when they are for my cars, then I fucking hate them.
Even then the worst part is mostly emissions testing which I fucking hate, everything else is A-Ok because it keeps MY shitbox safe, no nignog on 15 year old bald tires and rusted through control arms is going to smash up my precious shitbox.
It also helps keep classic cars on the road longer because it forces people to take care of them. There's still a ton of 80s japshit on the roads here because you ha e to look after it, otherwise you're not driving it.

They sometimes submit broken vehicles for inspection here, just to see if the inspectors catch the issues or not. In one trial in Finland, a car with 3 intentionally created inspection-failing (but not immediately obvious) faults was sent to 38 different shops. 20 of them failed the car. 18 let it pass.
It's a bit of a lottery, especially if it's just a couple of issues and the car isn't obviously broken.
Of course, a genuinely neglected, dangerous car is likely to have way more than 3 subtle problems.

I've had horrid shitboxes with dodgy repairs and extremely glaring faults pass too with a "you'll fix it" comment, although the local inspection office dudes are well acquainted with me and my cars.
My truck passed inspection despite the fron shock absorbers being only held by the upper nuts, they were just hanging out otherwise.
Told the dude I'll attach them back on the spot but he just went "don't worry son, you'll fix it it".
Shit like welding subframes is also not allowed, had those pass too when the inspector just looked at it and went "this isn't allowed, but with my 20 years of experience as welding inspector, this shit isn't going anywhere."

at least in aus, there was a study done that showed that crash rates between states that had regular safety inspections versus states without them were largely the same, and that there was also no real benefit to regular versus random inspections.

Absolutely. You wouldn't believe that clapped-out shit here in the black belt where nothing rusts, I actually like that chaotic feel. But really poor driving and inattention is what causes almost every accident.
Still, if they're gonna check anything they should check tires before emissions because poor tires on another vehicle could kill you.
