Toyota has a meme tax so that's out of the picture, Pennsylvania I assume you want AWD to not eat shit on snow something like a 2009 Honda CRV should fit the bill nicely. Reliable and proven k24 engine and frequent trans fluid changes will get you to 300k miles with minor maintenance. Avoid 2010-2011 crvs as they have oil consumption issues. If the CRV is too much car for your purposes then a Honda fit will be a perfect shotbox

We get these threads all the time. Most people are on a budget expecting to make it rich in 5 years lol.
There are too many cars and configurations that there is no "best" at anything. We need to know more about what you're looking for, most cars 2010-2014 are fine for your requirements.
I recommend a mazda or a chevy of some kind, they're reliable and honda parts seem to be noticeably more expensive.

All used cars eventually need a major repair or break down. Trying to anticipate this is near impossible.

You should buy a used car based on ease of repair and part cost. A used car with the preventative work done and the flaws corrected (like timing sets or cooling systems or known sensors) is out of your price range in current year.

You can never go wrong with a Civic. And despite the bad rep the 7th generation gets (2001-2005), it's more reliable than most cars out there and it's still fun to drive despite making only ~100hp. If you need something with a little more luxury you can try a Mk4, 5, or 6 Golf or Jetta, but you have to get the right engine. Either the painfully slow 2.0 non-turbo, or the 2.5L 5 cylinder. Both are pretty much bulletproof. Some diesels are ok too. If you need something a little more practical get a Mazda 3.

This will require an oil filter housing manifold repair since the phenolic warps. It uas happened to every 5cyl I've seen. It's a 7 hour repair if you do it yourself and you'll need triple square sockets to do it.

This is probably the best option. 2000-2005 buicks and pontiacs are pretty easy to fix and the parts are cheap. Might have issues with the 4t60/65 transmissions though if the fluid wasn't regularly changed.

Really any manual FWD econobox in good shape is going to be pretty OK. Hondas and the Mazda 3/Ford Focus/Volvo S40 are engaging cars.

That said, paying cash for a used compact is a bit overrated for frugality - new compacts have very low total cost of ownership if you have good credit. In five years you'll have the equity in the car to trade in, and you'll have somthing nice to drive in the meantime.

Run the TCO calculator on Edmunds on a few models and years, new and used. You might be surprised. Leave finance costs in even if you can afford to pay cash - if you pay cash for a car you can't invest it. Passing up on that money is roughly equivalent to paying interest anyway.

Most modern econoboxes will be fine in the snow with all-seasons and even better with snow tires.

If you can wrench you want a VW with a manual or any modern Ford (2006 up to 2014), the repairs are hard, the parts aren't really cheap but not too bad, and they are reliable for long intervals of no maintainence plus info is everywhere for repairs

If you can't wrench you want anything with a 3800/3.8l GM or any GM v6/v8 just stay away from the ecotec 4cyl.

If you want an econobox get a versa manual or an early Scion (1st gen) manual, if you can wrench it's pennies, if you can't it's still cheap, and they sell for under $7k from a dealer. Good for 300k miles if maintained.

I've never had an issue with no oil filter housing. The only issues I've had with mine was when the secondary air pump hose (plastic) cracked, but that was easily fixed with some electrical tape. There aren't any known issues besides that on these engines. I think the earlier ones had more issues, but they ironed it out in 2008-2009

Oil filter manifold. It was an issue for any of the 2nd gen 5cyls, there are service bulletins, forum posts, and an NTSB safety bulletin about it. It's a continuous slow drip until it is replaced when it goes bad, and it will.
