not at all, pc's are modular and standardized, cars are not

Minor mods that add like 1-2hp (cold air intake, exhaust) are easily installed, and similar to building/upgrading a PC.

Actual performance mods like engine swapping generally require rewiring the entire wiring harness, tuning the ECU (which can't be done at home), sourcing a whole bunch of other parts for compatibility, and potentially even metal fabrication depending on you're putting in.

When you say an engine runs on x one would assume you are referring to the energy source. Water in this case is just an energy transfer vector. Thats like saying a nuclear power plant runs on water or an an engine runs on metal cause it uses metal parts.
