What is this?
Its very elestic. I dont think you can hang anything heavy on it. Theres one on the bottom of the backpack too

I avoid packs that have elastic because it wears out very fast. They're good for strapping outer layers to the outside of your pack or for holding tools like snow shovels. flat straps with clips are almost as good but last exponentially longer and are repairable.

That’s not what this is. The loop would have to be in the shoulder strap, and it’s clearly in the side of the pack.
