Simply being able to control the aperture and focal distance is a massive game changer. I have one from 2012 and at long focal ranges, it blows any phone camera out of the water. It really struggles with low light or wide angles, though.

A powershot could serve you well, but there are also m43 cameras selling for dirt cheap out there. Depends of what you can find.

You're looking for something with manual exposure controls and raw image capture. This is typically only available in the G line.

I recommend getting a PowerShot G9 or newer, if you can find it for cheap and in good condition. The G12 is pretty good, and you can find one for around $200. These old compact cameras typically had a poor battery life, so you want at least one back-up battery.

However, if you have the budget, consider getting an m43. The Lumix G7 is selling for around $550 and the much newer G100 is only $600. They will serve you much better in the long term, and being able to swap the lenses opens you up to things that are impossible for any phone or compact camera.

Canon R50, the APS-C camera on the mount that Canon abandoned APS-C for? Sure, you can buy full frame lenses, but OP asked for cheap.
They JUST opened up RF to third party to fill in the gap of APS-C but it'll take a while for that to filter into the used market with depreciation.
Also, Canon tiers the fuck out of their cameras. They're cheap because Canon makes a great introductory camera because newbs don't know what they'll eventually need/want or not. Then in a year or two, you realize the camera, despite its great sensor, is really lacking in some important ways for you. Then their non-intro cameras are... not cheap. At all. But you've probably already invested in a set of Canon lenses, so it's either start over, or pony up the money poor boy.
Panasonic is the complete opposite -- they'll even backport features into the firmware of old cameras if the old tech is capable of it.
The G9 is packed with features -- one of the best IBIS of 2017, good video, high-res mode, weather sealing, etc.
And the lens selection is great and cheap. 12-32mm is $130 used. 45-150mm is $120 used. These two lenses will give you a compact daily setup, and at the same time spread a focal length great for your first year or two of photography. Then when you're ready, get the Panny-Leica lenses for pro-quality glass.
That one G9 camera will scale well from newb's first day doing photography, to actual pro.
That R50 will scale well from... vlogging to... vlogging lmfao. Hope OP is ready to shell out another $1500 in 18 months when he eventually needs to upgrade.

And Sony is... Sony lmfao. They're made for tech nerds, not photographers. Their success is owed to the fact that photography just happens to be the art that attracts tech nerds and autists who think spec sheets and milliseconds of AF speed determine whether a photo ends up being good or not, and can't comprehend how "the whole is greater than the sum of its parts" apply to camera design.
I mean, FFS. The a6400 doesn't even have a front dial. Like, if you're going to do the one-dial+rear-wheel thing, at least do a front dial instead of a rear dial. That's a huge ergonomic fuck up. And that kind of shit just permeates Sony design.

Also G9 is on sale on mpb for $700 "like new" right now. They regularly sell on ebay for prices ranging from $500-700.
