I assume that, because I've heard multiple completely unrelated people talk about insurers dropping their family's / friend's / relative's home insurance in CA. I really don't see what's your problem. Insurance companies see huge fuel accumulation, they assess (correctly) that chance of fire is so high that offering insurance is not economical, and drop the property. There's no conspiracy, it's the most logical and obvious explanation.
The only actions these people should take responsibility for is staying in California. Which, to be fair, is pretty damn retarded of them.

I had the angel and devil on my shoulder yesterday, my dad texted me and said it was a good opportunity for interesting photos and then my mom immediately replied and told me to be safe and not go out in to the fires lol. I'm safe where I am now but I'll probably go out to shoot some of the cleanup next week when the air quality is less garbage and I have some more time.

not Cali, but local fire a few years back
some of my snaps trying to get in the morning after, and then a few days later when we had access to the property, insurance was actually awesome in this case

one of my old co-workers went off to do dedicated photo work for a fire department years back, always put out awesome work
