Russian internet providers were told they need to slow down.

Putin said youtube speeds need to be drop at least 70% so that Russians spend less time watching it.

Notice that youtube is not however banned.

This is revenge for youtube not removing a few videos Russia demanded to be removed. So now they drop its speed which also means less time of watching youtube directed advertising.
