This movement was founded by the Polish minority in Belarus in the 1800s when they were trying put the land back under their control by convincing the population that they weren't a type of Russian. Belarus means "White Russia" and Katherine the Great reunited it with the rest of Russia in the 1700s. Poles (and Lithuanians) seethe over this. Most Belorussians considered themselves to be Russian prior to the (((Bolshevik))) Revolution. The entire Belarusian nationalist movement was and is a Polish psyop. The Soviets promoted it because it tied into their Marxist ideology in a similar way to BLM.
