This is a good thing btw, the LDP actually has to cooperate with the other actual far right parties in Japan to get a majority coalition, they can't even get a majority with their Komeito coalition. The CDP also can't get a majority since none of the far right parties would actually side with them. Also, Ishin is libertarian and want smaller government whereas the CDP is social liberal and want more government. Ishin also isn't the Kingmaker you think they are, if the DPP side with the LDP, of which they are considering, then they'd have 243 seats and make up the majority coalition. The CDP would have to convince both Ishin and the DPP to join them to actually have a chance at making majority.

There is nothing to legalize really, not to mention Nippon Ishin no Kai's stance more leans on to "Yeah it's basically just a thing, but if there is ever an amendment that just makes it official then we'd probably support it" rather than "We'll be the ones to push the amendment and make it happen because it's illegal! (even though it isn't)". Their main points of interest atm are government reform, specifically regarding Tokyoization and the prefectural system, as well as cutting back on taxes and pulling back state power on the people.
