I believe every state should send separate electors for their urban suburban and rural districts like Nebraska and Maine do but with more districts. Also some States should have their borders changed, new ones should be created, and there should be layer of regions between state and counties that can't have their boundaries changed without local referendum to prevent gerrymandering and are in charge of sending their own elector. Further decentralisation, and taking power from fed and states in favour of counties and regions is needed.
