Most nations cannot extract/refine enough for themselves, so they must export or import crude or refined oil. Thus, they must normally use USD, thus they all keep USD in reserve. The amount of rubles equaling a dollar increasing, means that the ruble is worth less than the dollar. This means that when Russia tries to trade X rubles worth of oil, it's going to be worth less than trading with USD than before. This doesn't mean less oil but it means more rubles of oil must be sold to equal the USD. This is because USD sets the rate of value for oil imported or exported (minus tariffs, sanctions, etc). This is why NK is shit, because it can't get USD to buy oil, so it must trade in other things for oil (usually China and now Russia). This is bad for Russia, it means that they have to sell more of their oil to make up the difference for their inflating currency. The reason the ruble is increasing is due to all the spending on the war + the damage done to Russian infrastructure + the sanctions + having to sell oil on the cheap to stay afloat. They are basically printing rubles like mad. That is 20% fucking inflation. That's REALLY bad. That which Russia produces locally won't see much in terms of price increases but everything they import will go up in price. This makes up about 15% of Russia's economy. That's also a lot. That means things like machinery (45% imports), Chemical products (19%) and Foodstuffs and agricultural products (14.5%) will all go up in price in Russia over the coming months, if not years. They will increase by at least 1/5th in price. That can drive some companies out of business.And these are conservative estimates. It doesn't account for what Russia has lied about in terms of their economy.
