They are talking about the welfare that increases demand. Subsidies for farms increases the supply. Normally crushing demand would financially hurt the farmers, but the subsidies from government will save them. Basically, we will pay lower prices and welfare will go to the farms instead.

I worked in a factory making airplane parts. American employers are stupid and impatient, they want high quality parts, but also want things to be made in 5 minutes on tooling and machines they bought in the 1980's. Aside from the automotive industry everything in an American factory is that obsolete, you go on YouTube to see factories operating outside of the US and it's like you are looking 10+ years in the future. They rely on monopolies to keep themselves around, but eventually China will replace most American industries because every company wants to operate legacy machinery that is far passed its warranty period and the companies that produced the machinery were long bankrupted/shuttered.
