There are a lot of subtleties in this case and not exactly as that anon says. He probably means the State Council of the Russian Federation, but Putin has the status of chairman of the Council only because he is the President, after the end of his term he will lose this right, unless they change the rules again specifically for him or appoint him some "honorary chairman", which would be against the law.
This structure was indeed given more powers after the constitutional change, but Putin will only be able to take one of the positions in it after leaving the office of the President, but not to become Chairman.
