NATO would not retaliate because Ukraine is not in the alliance. However, the bordering NATO states would immediately make a case that nuclear fallout from the explosion will fall on their territory. A move like this would probably cause a surge of assistance for Ukraine. Even Trump would probably have to cave in and send help. The Chinese would get uneasy. Russia would be branded an insane rogue nuclear dictatorship. Tactically, it doesnt make much sense - units in this war are so spread out you'd be lucky to take out a battalion with a nuclear strike, denying yourself a large area in the process. You would have to repeat it many times to achieve a strategic effect. For this reason its highly doubtful Russia will do this, when they can just wait for Trump to hand them a win.
