The other aspect of this is that we used to have segregation, even if not by law. When I was a kid, you could be "white trash" and live in a low income white area. On paper crime in these areas was high but it never was stranger-on-stranger crime, it was people who had personal issues with each other. If you weren't the sort to go looking for trouble, trouble wouldn't find you. On the rare occasion when some anti-social asshole moved into the neighborhood, the neighborhood would deal with them and they'd quickly move on (or disappear). It was possible to be poor and safe. Now its like trying to swim out of a whirlpool to afford living somewhere safe.
