It's protection for them so they can't be held immediately responsible for hosted content, it gives them time to remove it as with CP, but it goes for illegal content in general. If you call the king of england a butt pirate, it allows them to throw the poster under the bus when the bobbies come after them instead of getting the whole site shut down.
